Washington, April 3 — The Internal Revenue Service today issued guidance
on the new “Build America” and Qualified School Construction Bond programs authorized by the American Recovery and Reinvestment Act, as well as on the revised and expanded Qualified Zone Academy Bonds.

Washington, March 20 — Billions of stimulus dollars for new workforce training, combined with a temporary change in contracting rules, could help the nation’s community colleges revamp the American workforce for “green” jobs and other high-demand occupations.

The recently enacted economic stimulus package provides community colleges and other institutions of higher education (IHEs) numerous funding opportunities for needs in research, infrastructure, job training, technology and other uses. But staff at those higher education institutions digging through the 407-page law must understand that many of the specific spending decisions have not been made.
