Washington, March 9 — The stimulus bill’s increase of $11.7 billion for special education not only represents the biggest federal increase in history, according to Mary Kusler, assistant director for government relations of the American Association School Administrators, “it is also the biggest piece of flexibility local districts will get in the recovery package.”
