Analyzing ARRA: Did States Cut Education Too Much?


Washington, Feb. 10 — As American Recovery and Reinvestment Act (ARRA) dollars continue to dry up, experts are crunching the numbers to see how a multi-billion-dollar federal stabilization fund is effecting state education spending.

A recent report examines whether the $54 billion in State Fiscal Stabilization Funds (SFSF), which aims to prevent teacher layoffs and other cuts in school services, bumps up education spending or allows states to swap out state funds for federal funds.
