Column: Stimulus Funds Meet Indirect Costs --The Law of Unintended Consequences

State and local educational agencies (SEAs and LEAs) are hungrily anticipating the receipt of federal stimulus funds for their "shovel ready" projects. Hopefully, "shovel ready" does not mean the burial of fiscal errors past.

Time (and audits) will tell. So, to state and local financial managers, when it comes to federal stimulus spending, I say: "Beware of the Law of Unintended Consequences, or LUC!"
