Updated: House Releases Full Text of Economic Stimulus Bill--With Amendments

The House Appropriations Committee released the full text of its "American Recovery and Reinvestment Act of 2009," as well as an accompanying report summarizing the major features of the proposal. In the report, Appropriations Committee Chairman David Obey, D-Wis., called the proposal "the first step in a concerted effort to create and save 3 to 4 million jobs." While experts believe that funding priorities will shift as legislators in the House and Senate hammer out the details, the House bill will likely serve as a framework for the further debate.
