Ninth Circuit Strikes Down ED Regulation on Alternative Certification for Teachers

WASHINGTON, Oct. 5 — In a blow to alternative teacher certification programs like Teach for America, a federal appeals court struck down a U.S. Department of Education (ED) regulation allowing teachers in such programs to be considered “highly qualified” even if they are making no more than “satisfactory progress” toward certification.
