Special Report: Title I and ARRA


The American Recovery and Reinvestment Act (ARRA) appropriated $10 billion in additional funds for Title I, Part A. This represents a 70-percent hike over the regular appropriation for the program in fiscal year 2009.

This huge burst of funding is forcing a swift expansion of Title I programs across the country, and the Obama administration is encouraging administrators to adopt spending strategies in line with its own reform priorities. Federal grant administrators in state and local educational agencies (SEAs and LEAs) across the country have been overwhelmed with the challenge of spending ARRA funds both quickly and prudently.
