ED Expedites Education Jobs Funding Applications
WASHINGTON, Aug. 12 — Moving quickly, the U.S. Department of Education (ED) has released draft application forms for governors to apply for their share of $10 billion in Education Jobs Fund monies, which can be used to retain, rehire, recall or hire teachers.

WASHINGTON, Aug. 8 — After the most heated grant competition in the agency’s history, the U.S. Department of Education (ED) has selected 49 schools, districts and non-profit organizations to share in $650 million in Investing in Innovation, or i3, funds.
OMB Issues 2010 A-133 Compliance Supplement
WASHINGTON, July 30 — The Office of Management and Budget has issued the long-awaited 2010 Circular A-133 Compliance Supplement. The supplement contains a number of requirements for auditors conducting “single” — that is, comprehensive — audits of grantees’ management of federal funds. It will apply to audits of fiscal years beginning after June 30, 2009.
The final version includes more details on American Recovery and Reinvestment Act (ARRA) reporting requirements than did a draft document the OMB issued to select industry organizations in early June. One concern auditors had during the development of the 2010 Compliance Supplement was that they would be required to audit Recovery Act-funded job creation and retention. However, the final version specifically states: “While the ‘number of jobs’ is a required data element on the [ARRA] Section 1512 reports, the auditor is not required to test the ‘number of jobs’ as part of the compliance work performed on the 1512 ARRA reporting.”
This controversy was widely credited for the delay in issuing the 2010 edition of the Compliance Supplement. The document is normally issued no later than June.
